About Economic Policy Management (EPM) Programme

Instituted at the Department of Economics, University of Ghana, the Economic Policy Management (EPM) is a Masters Degree Programme which is sponsored by the African Capacity Building Foundation (ACBF) and the Joint Japan World Bank Graduate Scholarship Programme (JJ/WBGSP).
The Department of Economics collaborates with University of Ghana Business School in the deliverance of the 12-month custom-tailored MA degree in Economic Policy Management which entails the study of Economics and Management.
The EPM Programme (EPMP) differs from a standard masters programme in economics in that it is designed exclusively for practitioners who have three or more years of policy relevant experience in government, state corporations or non-governmental organisations.
The training is primarily expected to improve and enhance the efficiency of public sector policy analysts and economic managers in Ghana and Anglophone countries of West Africa. To a limited degree, non-governmental organizations (NGOs) are eligible.
The Programme also draws on practitioners from the public and private sectors domestically, regionally and internationally and on faculty resources from the region and elsewhere to serve as guest speakers and resource persons for selected modules in the programme.
At the end of their training, these economic managers must be able to draw on a wider pool of policy experience and best practices both within and outside their own regions to develop sustainable policy options, policy framework and implementation of plans for economic management.
ORIGIN
EPMs were launched at the University of Columbia by the World Bank Institute through the Joint Japan World Bank Graduate Scholarship Program.
Intended for mid-level policy advisors from African countries and emerging market economies, the success of this pilot experience motivated the transfer of the training to four (4) African universities, with the support of The University of McGill in Canada and The Centre Etude sur le Developpement Internationnal (CERDI) in France.
TARGET AUDIENCE
Government ministries, central banks, parastatal bodies and non-governmental organizations.
Private sector applications are also welcome, although less relevant.
PROGRAMME OBJECTIVES
The primary objective of the programme is to offer dgraduate-level training in Economic Policy Management (EPM) for middle-level policy advisors from African countries and emerging market economies. Given the developement and reform challenges facing developing countries, economic policy practitioners require more than a sound grounding in economic theory and analytical techniques. They need management skills and team-based experience with case-oriented policy applications to enhance their effectiveness. Morever, they must be able to draw on a wider pool or policy experience and best practices both within and outside their regions to develope sustainable policy frameworks, and implementation of plans for economic management.
The EPMP aims to train mid-career policy practitioners to be well-rounded economic policy advisors, who will contribute to the economic management capacity of their home organisations, including government ministries, central banks, parastatal bodies, and non-governmental organisations. Specifically, the programme Objectives are as follows:
To provide high level training, focusing on both the theoretical and practical aspects of economic policy management; and to train policy advisors in macroeconomic management for developing countries.
